I recall in one episode Bonnie said she had changed his fuel source to liquid hydrogen but, what did she change it from? In all 40 episodes of he show I've seen I've never seen Michael stop at a gas station.

Although liquid hydrogen is his drink of choice, Kitt can run on any combustible fuel, gasoline included.
There is one early episode where Michael does stop at a gas station, I just can't think of the episodes name at this time!

KITT project is on again!

Was there ever a technical book for KITT much like the Okuda's book for the Enterprise?

I think it was
No Big Thing - the ep where Devon gets prisoned. I
assume it would be petrol/gas since mixing fuel probably isn't a good idea. Besides, if they were miles from the Semi, they'd probably have to use petrol anyway. I just wonder if the Foundation paid Michael back for the petrol or did have to come out of wages? Eh, wouldn't have mattered with the MPG KITT was supposed to be able to do.

In Good Day at White Rock Michael was talking about him having an expense account. So I assume Michael covered the cost and he'd get reimbursed just like in that episode.

In theory he would. He would more than likely have to fill out the travel pay form and wait for an eternity to get a check from the government. I would assume FLAG worked along the same lines as other government agencies, like the army who takes up to a year to pay you back!

Wasn't it in the alternative fuel racing episode, Bonnie converted KITT to run on liquid hydrogen? I didn't think that was his normal operating fuel. KITT does mention, as stated above, that he can run on any type of combustible fluids.
The gas station episode is the one where the old guy tried to puncture his tire while Michael was putting gas in that imaginary filler door under the license plate? LOL. That was funny. What, is the fuel flowing upwards into the gas ?

I would assume FLAG worked along the same lines as other government agencies
FLAG wasn't a government agency. It was a private organisation.
Wouldn't Micheal just use Kitts money dispenser?

You mean the one that appeared in later seasons but not season 1? Kinda hard to use something that isn't installed till later
