When Emil Pavol met Michael face to face,why didn't Michael recognize him when he knew that he had 2 tatoos when he was tested by one of the gunrunners?He knew about tha 2 tatoos but not his face?

It's definitely an interesting question. One would have to assume that Michael was provided with some sort of intelligence file, so I can only assume that the pictures must have shown him to be very different to his appearance when he met Michael. His hair style and lack of facial hair in particular could conceivably be the reason for Michael not recognising him, given that Central American prisoners were often shown to be stereotypically scruffy in the 80's.
