If you watch the the first episode of the first season of knight rider knight of the phoenix and when the cop pulled him over for sleeping behind the wheel when the cops walk to kitt it has a normal plate and normal lights on the back not the blacked out lighting cover and knight for the plate if you put in slow motion you find the mistake in it and also the front bumber is not right they used two different looks so here is the picts to show you hope you find it fun like i did and thank you for taking a look

The bumper thing has an easy explanation.
When they first shot Knight Rider they did some scenes to show the stuio bosses. There they used the bumper from your second snapshot. After the bosses accepted Knight Rider and ordered a pilot, they shot the rest of the series premiere, but they changed the front of the car so it would look better and the scanner fit in better.
But because budget was limited they didn't shoot every scene new, so there are some scenes where KITT has the old buffer that looks more like a standard Trans-Am.
And for the number plate I am not sure, but I guess KITT was driving on an actual road that maybe was not closed for screening, so they had to give him a regular plate. But that's just a guess.
