Think about Bonnie. How many times have people complained that they wanted to see more of the Michael-Bonnie relationship? Think about how many great episodes there were when Bonnie or Devon stepped out of the shadows and were given larger parts to play.
Justin and KITT will have plenty of quality time together. On top of that, there will be other relationships to explore which will give the characters (and the series as a whole) more depth.

Reading the synopsis of the first two episodes, it sounds to me like Mike and KITT are still the focus of the show. The tag line "One man can make a difference..." from the original series is (and has always been) a bit misleading IMO. Sure KITT and Michael were the "field agents", but where would he have been without Devon managing the Foundation (and funding all the tech behind KITT and working with local law enforcement) while Bonnie or April helped fix KITT or outfit him with the Gadget of the Week(tm)? KR has always been a "group effort" to fight crime, and I see this series as no different.

I don't understand the idea that because this show has more characters, it must be like TKR. The problem with Team Knight Rider wasn't that it had too many characters, but that their roles were pretty much interchangable. With the new Knight Rider, every character has specific roles, talents, etc.
Action series have evolved since the 80s and typically have ensemble casts. Buffy pretty much had 8 or 9 regular characters during any given season. The Star Trek series had large casts. Galactica has a ton of characters. More characters mean more relationships which means richer storylines.

I think the biggest difference between the new series and TKR is that with TKR there were too many vehicles. With the new series, it's still a team there to help out at the KITTcave, but out on the road it looks like one man ONE car.
