A thought I had about Inside out.

I watched" Inside out" agian recently, and it occured to me that the part where Kinkade is exsplaining the Bullion robbery plan he says" We must do it on the move, if the truck stops for any reason it will alert law enforcment officers within a 50 mile radius"

My thought on this was Wouldn't the truck have to stop at sometime a traffic jam or even a intersetion?

Does that mean that the police would come if the truck stopped for a red light?

Is it a flawed system they had with security for the Bullion?

Any thoughts?
