I'd say it's some kind of electronic tester or some "cybernetic" device for KITT's maintenance purposes. It may or may not be connected to computer. I don't think that thing itself is actually a computer even it kind of remindes KITT's little tv set and portable Commodore SX-64 at the time as it has some kind of monitor, perhaps a display for oscillator?

I think that it is cybernetics and the artificial intelligence to repair the damages of the car KITT and the monitor maybe the sign of the car KITT like if it was the computer.
