Can someone explain to a non torchwood fan like myself, why is this a big deal?

Torchwood is only shown here on BBC America, so if you've seen the show, or even know of the show, then it's an added treat.
That, and when Halloween comes around, you expect to see the usual suspects, like Superman, Batman, or in this year's case The Joker. To have Billy come in as Jack shows that the producers are fans as well.
Now if we can get Zoe to dress up like Gwen Cooper...
That and I think Billy could actually pull of The Tenth Doctor better...

And it was the first thing I thought of when I saw the picture. I'm not really a fan of Torchwood, myself. I just watch it for Jack. 8B

TORCHWOOD, before becoming a spin off TV show was the anagram used to disquise video tapes of Doctor Who when they were sent through the post, prior to airing...
Jack Harkness is an American sounding character in the show, although the actor is apparently originally Scottish...
I see no reason why the Doctor couldnt have an accent other than one from England...

John Barrowman who plays John Harkness is also Scottish born in Glasgow, Scotland, and raised in Joliet, Illinois

I can seriously think of a multitude of series that I'd rather the KR producers draw influence from rather than Torchwood.
It really just isn't, well, very good.

let me clear this up, he wearing what seems to be the iconic coat of Jack Hartness who plays a charming handsome alien fighter who cannot die anyway possible, he started on Doctor who but got his own show called tourchwood inwhich he leads a team of people to search out alien phenomenon.
