TV series are produced on a very tight schedule. By using other drivers, the second unit can film a lot of the exterior shots at the same time that Hasselhoff is doing his other scenes.

Also, a lot of the driving was done by stuntmen in specially built cars (especially the burnout and skiing scenes)...they aren't going to have David Hasselhoff perform stunts, very very few actors have ever performed their own stunts (the one that comes to mind is Jackie Chan).

I read somewhere that David fliped one of the kitt cars upside down and it was such an accident that they told him from now on we can't have you do those dangerous stunts.

Haha, that's funny...
Yesterday i watched Knight in Shining Armor
And in the horse chasing chene in the beginning David is not driving the car but a stuntman!
And also the fight chene at the end is perfomed by a stuntman...
That sad... Hoff can't take some hits :)

I alwyas wondered my David didn't do some of the fighting scenes. I mean they're about as fake (and cheesy) as you can get so I can't really see him getting hurt in the midst of one.
