Yes, Zmodeler also has a 3ds-filter, so importing in 3dsMax shouldn't be a problem

Nope, as far as I know Blender can't save dff files. There might be a plugin for it, but I don't know. What you can do is save the file in 3ds (I assume Blender can save in this 3dMax format), load it in 3Dmax or Zmodeler, and extract it to dff.
