aka RC3. 

Joined the Foundation for Law and Government in 1985 after assisting the team while on a mission. He was first encountered by [[Michael Knight]] in the streets of a rough neighborhood and called himself the "Street Avenger", an indication of his vow to fight street crime. [[Devon Miles]] liked the man and offered him a job in the Foundation, which Reginald gratefully accepted. He has various jobs at [[FLAG]], ranging from driving the semi to helping to solve cases to actually participating with Michael and [[KITT]] during some missions. His main mode of transportation is his "dirt bike".
